Wilhelm served as general contractor on this project. Environmental upgrades included the installation of a Wet Flue Gas Desulfurization system and a Selective Catalytic Reduction system to treat flue gas exhausted from the station boilers. Much of the equipment and structures being installed required deep foundations to carry the loads. These deep foundations consist of 414 caissons averaging 4 feet diameter to depths of approximately 70 feet.
