Wilhelm served as General Contractor on this project for the environmental upgrades including the installation of a Wet Flue Gas Desulfurization system and a Selective Catalytic Reduction system to treat flue gas exhausted from the station boilers. Much of the equipment and structures being installed required deep foundations to carry the loads. These deep foundations consisted of 414 caissons averaging four feet diameter to depths of approximately 70 feet.

The project also included 49,000 CY of concrete with deep caissons, mass concrete foundations, walls, pedestals, and miscellaneous concrete foundations, including electrical, mechanical, and structural embedments.
