Wilhelm was hired as the Construction Manager on Phase I of the Four Winds Casino which included construction of a new casino and parking structure. Wilhelm was heavily involved in the preconstruction process optimizing efficiency and ensuring timely project delivery throughout the synchronized approach meeting logistical challenges and ensuring operational readiness.

The gaming facility included a full-size casino with 1,800 electronic gaming machines, three bars and three restaurants. Built on sovereign land, this project went through several stages of federal and state review for the construction of this casino. Creating nearly 2,000 new jobs, this full-sized casino contributed a percentage of its annual earnings to the community and donated to local projects.
